* WHAT...Dangerously cold wind chills as low as 44 below expected. 
 
* WHERE...In Minnesota, East Otter Tail, Grant, and West Otter Tail 
Counties. In North Dakota, Ransom and Sargent Counties. 
 
* WHEN...From 6 PM Saturday to noon CST Tuesday. 
 
* IMPACTS...The dangerously cold wind chills as low as 45 below zero 
could cause frostbite on exposed skin in as little as 10 minutes.
