* WHAT...Mix of freezing rain and snow is expected this morning with 
up to a few hundreths of ice accretion possible. Winds gusting as 
high as 40 mph. 
 
* WHERE...Northern Franklin and Northern St. Lawrence Counties. 
 
* WHEN...Until 10 AM EST this morning. 
 
* IMPACTS...Plan on slippery road conditions. 
 
* ADDITIONAL DETAILS...Precipitation will change to snow showers
